The department of urban development

Placed under the authority of a Director, the urban development department is responsible:

  • To initiate any action by means of the prerogatives conferred on it by the provisions contained in this chart;

  • Implement the institution’s policy on planning and investments; under the supervision of the secretary general;

  • Develop and update planning documents;

  • To monitor the application of the provisions of urban planning documents and development plans;

  • To carry out studies of general or sectorial scope, related to the major projects;

  • To define, implement and monitor the implementation of structuring projects infrastructure, equipment, networks and real estate cultural heritage;

  • Ensure the social and environmental engineering of the projects;

  • Develop and implement environmental, water and sanitation policy sustainable development;

  • To develop the addressing plan and the cadastre in collaboration with the technical services;

  • Provide training and technology monitoring in urban planning, networks various, equipment and sustainable development;

  • Participate in building relationships with administrations and partners in development Coordinate the implementation of cooperation projects, cells and unit of special project management;

  • Support municipalities and urban actors in urban planning actors;

  • To permit the collection and archiving of hydrological data;

  • Design and animate appropriate hydrological mathematical models;

  • Produce flood forecast data.

  • Implement the policy for the maintenance of real estate assets;

  • To apply the prescriptions of urban planning documents;

  • To examine the files of town planning acts;

  • To enforce building standards, in collaboration with services and administrations concerned;

  • Develop and implement the public health and hygiene policy;

  • Maintain green spaces and cemeteries;

  • To handle all the revenue and expenditure operations relating to its field of competence

Studies, Planning and Contracts Service

Placed under the authority of a service head, the service of studies, planning, and contracts is in charge of:

  • Identifying infrastructural development needs for the city;

  • Carry out participative development needs in consultation with the population;

  • Coordinate development strategies and studies with other councils and state authorities;

  • Plan and follow up the execution of strategic and operational development plans;

  • Conduct and elaborate project feasibility studies in collaboration with consultants and state agencies;

  • Supervise and conduct all internal studies required prior to procurements of services

  • Carry out technical studies and designs of projects and follow up the execution

  • Elaborate annual and monthly project execution and contract award plans

  • Participate in ensuring the regularity of contracts awarded by the council to third parties

  • Participate in ensuring conformity to the procedures provided for in public procurement regulations;

  • Participate in drafting and verifying draft purchase and contract letters;

  • Establish notifications and service orders;

  • Participate in acceptance of work and supplies.

Urban Planning & Development Service

Placed under the authority of a service head, the service of urban planning and development is in charge of:

  • Implement the prescriptions of urban planning documents;
  • To study the town planning acts files, in relation to the services and administrations concerned;
  • Monitor the development of economic activity zones or housing zones;
  • To ensure a technical watch in the fields of town planning, construction and of the environment;
  • Implement the land policy in relation to services and organizations concerned;
  • Ensure the maintenance of municipal buildings and public facilities;
  • To inform citizens about the regulation of construction;
  • To monitor development operations undertaken by parastatals, urban planning and real estate development (SIC);
  • To prepare the necessary documents for the land and technical management of the layouts;
  • Supervise the feasibility studies of private urban planning projects;
  • To develop and disseminate spatial analyses of the information collected;
  • Ensure a technological watch on the information and collection tools of urban data;
  • collect, exploit, process, disseminate and store data (economic, financial, social, demographic, transport, housing, land; equipment, infrastructures, roads, various networks and the environment)
  • To develop and monitor the cartographic projects of the city of Bamenda;
  • Ensure a technological watch on the information and collection tools of the urban data;
  • Develop and monitor addressing operations in relation to the services and administrations concerned;
  • To develop and monitor cadastre operations in relation to services and administrations concerned.

Urban Design and Architecture Service

Placed under the authority of a service head, the service of urban design and architecture is in charge of:

  • To design, carry out and follow studies of infrastructural projects
  • Urban structuring in coherence with the objectives of sustainable urban development;
  • To keep watch on construction and maintenance techniques and procedures
  • Ensure the development of green infrastructure;
  • Initiate, execute and supervise studies of infrastructures proposed by the master plan and Land Use Plans;
  • To identify with the Cadastre services the land situation of the land situated on the proposed rights of way;
  • To enforce the procedure of expropriation for reasons of public utility on the identified lands;
  • To propose possible arrangements or compensation with the beneficiaries rights of these lands, in partnership with the Cadastre services;
  • Put in place measures to safeguard the liberated right-of-way (Materialization of the tracks in the field, at least in stabilized earth).

Urban Mobility and Transport Service

  • Placed under the authority of a service head, the service of urban mobility and transports in charge of:
  • advise hierarchy on activities relating to urban mobility;
  • ensure the proper functioning of road signs
  • design road sign plans
  • follow up and implement traffic plan
  • follow up the implementation of the convention on the management of public lighting
  • ensure fluid circulation through the management of car parks and road junctions with traffic lights
  • define conditions for the organization and running of transport systems
  • introduce and follow up the procedures for contracts and public service delegation
  • ensure the administrative and financial follow up of public service delegations and contracts with exploiters
  • design a guideline for activities and management indicators
  • animate network of exploiters and relations with delegates
  • organize an interface between users and exploiters of road networks
  • ensure prospective sectorial and legal watch over the economy of the transport system
  • to design, implement and monitor studies and projects in the field of travel, sustainable transportation, parking and regulation;

City greens and Environmental Policy Service

Placed under the authority of a service head, the service of city greens and environmental policy is in charge of:

  • implement the Green Plan;

  • implement landscaping and beautification actions;

  • create and maintain gardens, parks and green spaces;

  • implement measures for the sustainable management of green waste produced in the city ;

  • create municipal nurseries and regulate the installation of private nurseries;

  • To follow actions related to the conservation of classified natural areas.

  • organize and supervise garden creation and maintenance works;

  • ensure proper upkeep of gardens and green spaces;

  • organize work to care for plants in green spaces and gardens;

  • follow-up outsourced works;

  • carry out gardening and care for plants according to prescriptions;

The Town Planning Acts Service

Placed under the authority of a service head, the service the town planning acts service is in charge of:

  • Promoting the implementation of all town planning acts according to the legal dispositions in force;
  • Creating and ensuring the functioning of a one stop shop for the award of these acts in collaboration with the different stakeholders involved;
  • The sensitization of the population on the acquisition of town planning acts;
  • In collaboration with other services ensure the operational implementation of town planning documents;
  • In collaboration with Municipal Police ensure the respect of development and construction norms and exercise policing powers in the construction domain;
  • Ensure fluent administrative treatment of town planning acts files.

This service comprises the following Bureau:

Hygiene, Waste Management and drainage service

Placed under the authority of a service head, the service of waste management, hygiene and drainage is in charge of:

  • to elaborate, and to apply, the measures relating to compliance with the rules of hygiene and public health;
  • to monitor the collection and treatment of household waste and other wastes, and related contracts;
  • to instruct the regulatory procedures relating to hygiene in relation to the bodies concerned;
  • Ensure the cleanliness of public spaces (streets, markets, public places, etc.);
  • to control the operation of building sanitation equipment housing and economic activities in relation to services concerned;
  • fight against various pathogens;
  • to implement information, awareness and education campaigns in terms of hygiene and sanitation;
  • To study and carry out the construction work of the primary and secondary storm water drainage
  • Participate in the construction work of hydraulic structures of large size scales;
  • Ensure sulphase run-off flow of primary and secondary storm, water and drainages.

This service shall comprise of:

  • Bureau of Sewage Drainage, headed by a Bureau Head.

Cemetery and Land Reserved Protection Service

Placed under the authority of a service head, the service of Cemetery and Land Reserved Protection is in charge of:

  • Conceiving and promoting the implementation of a land reserve masterplan for the city council;
  • Ensuring the operational and physical protection of council landed properties;
  • Evaluating security risks and protection needs of council landed properties;
  • Surveying the city and identifying areas to be acquired and protected by the city council with relation to the spatial development of the city;
  • Ensuring the deliverance of land rights and titles on council lands;
  • Sensitizing the population on the need to protect council lands and risky areas;
  • Table burial applications;
  • Allocate areas for burial;
  • Keep the registers of burial
  • Manage the cemetery staff and ensure the application of rules;
  • Record graves and burials;
  • Receive materials and maintain working tools;
  • Organize the work of gravediggers.

This service shall include:
