DEPARTMENT OF TECHNICAL SERVICES

Placed under the authority of a Director, the Technical Services Department is responsible for:

  • Assisting the Secretary General in his/her functions of technical coordination of the entities;
  • To initiate technical actions by means of prerogatives conferred.
  • Implementation of the maintenance policy for road infrastructures, networks and mobility; under the supervision of the General inspector;
  • Initiate collegial management in conjunction with the General inspector to control and monitor the interventions of road maintenance works, sanitation works commercial facilities maintenance and transport equipment;
  • To maintain road infrastructures and various networks (sanitation, lighting, public spaces);
  • Proposed training for the mastery of the objectives of the technical department in relationship with human resources department;
  • Initiate the application of the technical regulations concerning the exploitation of urban and road public domain;
  • To manage the logistics required for the execution of works infrastructure and networks;
  • Implement the institution’s policy on planning and investments;
  • Carry out infrastructure and network works under the control of the municipality;
  • Ensure the day-to-day supervision of public infrastructures and ensure their maintenance;
  • To ensure technical relations with the sub councils and network concessionaires in his areas of expertise.
  • Represent the City Mayor on Technical matters whether and wherever necessary.

Infrastructure Promotion Service

Placed under the authority of a service head, the service of infrastructure promotion is in charge of:

  • Advise elected officials on the definition of a programming, exploitation and maintenance policy
  • Design terms of reference for studies and follow up their realization
  • Choose and propose technical options, notably concerning solid waste
  • Conduct all studies on all or part of the work for their realization or maintenance
  • Supervise the work of technicians and workers
  • Supervise the technical follow up of projects and control their proper execution
  • Control the legal and regulatory aspects of services and works
  • Manage the administrative and budgetary aspects of projects
  • Represent the project owner in meetings on construction when necessary;
  • Evaluate and control quality of services rendered

Infrastructure Maintenance Service

Placed under the authority of a service head, the service of maintenance is in charge of:

  • Plan and organize maintenance work on the field and distribute tasks to technicians and workers;
  • Diagnose breakdown sand deteriorations on council infrastructure;
  • Prepare work estimates and consistency;
  • Execute routine maintenance works;
  • Conduct local maintenance tasks;
  • Repair electrical, plumbing equipment etc.;
  • Carry out installations (electrical, plumbing…);
  • Carry out repairs and rehabilitations
  • Report to the director of technical services on maintenance work advancement
  • Regulate maintenance of administrative, technical and specialized blocks of the council;
  • Ensure proper evacuation running waste on council buildings
  • Control the cleanliness of the building
  • Ensure regular maintenance and stocking of used materials;
  • Control supply of materials and products for maintenance.

Public Utilities and Network Service

Placed under the authority of a service head, the service of public utility and networks is in charge of:

  • To propose studies and to follow the works of extension or maintenance of the public lighting network;
  • Control billing on public lighting, waste and telecommunications;
  • To maintain relations with the concessionaires of the public services (electricity, water supply and telecommunications);
  • To initiate network operators’ intervention authorizations on the urban public domain;
  • To follow, in relation with the entities concerned, the invoicing on the deterioration of the roadway by the concessionaires of the networks;
  • Monitor the interventions of the cable operators, in relation to the units concerned;
  • Monitor and report to the director on all utility works advancement

Municipal Garage Service

Placed under the authority of a service head, the municipal garage service is in charge of:

  • Guarantee the proper functioning of the automobile stock
  • Ensure periodic maintenance of vehicles (oil change, lubrication)
  • Detect faults on the automobile stock;
  • Establish estimates for repairs and spare part needs
  • Repair machines and vehicles
  • Detect breakdowns that require specialist intervention
  • Coordinate the work of technicians: mechanics, electricians, panel beater
  • Establish spare parts needs
  • Receive and control equipment and parts (respect of quality and functionality
  • Follow up repairs
  • Request services of specialist where necessary
  • Follow up and report the activities of the garage to the director
