The Department of Human Resources encompasses services such as Personnel Management Service, Professional Training & Development Service, Social Insurance and Staff Welfare Service, Counseling service, and HR Information System service .
DEPARTMENT OF HUMAN RESOURCES (DHR)
Placed under the authority of a Director, Human Resources Department is responsible for:
Assisting the Secretary General in the functions of administrative coordination of the entities;
Laboring and implementing the human resources development plan of the city council and its external structure;
Coordinating and facilitating the human resources management services;
Define and ensure the management of general resources in relation to the entities concerned;
Supervise the logistics of the ceremonies in relation to the subject-
Develop, implement and monitor social and cultural development policy;
Setup a management plan for the monitoring and execution of insurance contracts (illness, automobile, buildings, etc.);
To follow the medical and administrative acts relating to occupational medicine and care;
Prepare personnel administrative acts and decisions after verification of the legality in consultation with the judicial issues units
Acts and decisions after verification of their legality in consultation with the judicial issues unit.
Follow-up the personnel and evaluate their performances;
Design a human resources and recruitment policy.
Personnel Management Service
Under the responsibility of a Service Head, the Personnel Management Service is responsible for:
payroll management;
develop and maintain payroll and staffing reports;
execute all decisions with a financial impact on staff
follow up staff, presence efficiency and assiduity at work
report to the director on staff in collaboration with the different departmental and service heads
participate to ensure staff counseling and orientation
participate in applying and enforce the legal provisions governing staff;
ensure compliance with the standards at work;
participate in identifying training needs and seek appropriate training for agents;
monitor the staff and evaluate their performance, in collaboration with the general inspectorate of services;
Participate in designing human resources and recruitment policy.
Professional Training & Development Service
Under the responsibility of a Service Head, the professional training and development service is responsible for
Participate in the definition of council strategic orientations on vocational training
Assist and advise elected officials and decision-making organs
Implement council orientations on observation, planning and consultation
Supervise and evaluate council measures and projects
Develop and animate partnership relations and professional networks
Social Insurance and Staff Welfare Service
Under the responsibility of a Service Head, the professional training and development service is responsible for:
- Ensure the provision of social assistance to workers
- Ensure the provision of social security to workers
- Ensure employment-based social insurance and private pension schemes and annuities for workers
- Carry out punctual work place stress audits
- Provide extra mural and intra mural welfare services to the personnel
- Meeting with workers to discuss their emotional, mental or lifestyle issues.
- Discussing personnel desired goals and outcomes.
- Providing relevant information or resources specific to the worker’s needs.
- Assisting clients to set goals and adopt strategies to address their issues.
- Referring clients to other healthcare professionals where appropriate.
- Liaising with healthcare professionals as part of a health management team for council personnel.
Counseling service
Under the responsibility of a Service Head, the counseling service is responsible for:
Acting and a facilitator of group counseling sessions or a mediator in a conflict resolution setting;
Ensure staff counseling and orientation on a multi-dimensional platform;
Providing counseling face to face, over the telephone, or online: listening to personnel’s concerns, empathizing with them and helping them to see things more clearly or in a different way;
Working with individuals, families or groups of workers;
Keeping confidential records on personnel situations;
Building relationships to trust and respect with and amongst personnel;
Recommend and give opinion on council personnel special grants and permissions.
HR Information System service
Placed under the responsibility of a Service Head with rank as Chief of service. The HR Information System service is responsible for:
Digitize the entire human resource information management system of the council;
Collecting, storing, managing and updating data and records on personnel;
Collect and report human resource data such as employee records, position details and performance appraisal information;
Preparing monthly personnel payroll reports in collaboration with the service of personnel management.
The chief of HRIS Service is assisted by support staff in charge of keyboarding information with rank of chief of Bureau.
