Secretariat General encompasses a principal personality of the City Council which is the Secretary General and other units such as The Secretariat pool service, Translation service, Follow-up and monitoring service, Computer service, Judicial Issues service, Socio-cultural activities service, and the Municipal Library

The Secretariat General

Placed under the authority of the Secretary General appointed by the Head of State. He/she receives delegations of powers from the City Mayor and follows instructions on the affairs of the city council under the authority of the City Mayor to whom he/she is principal collaborator.

The Secretary General is in charge of:

  • Assisting the City Mayor in the implementation of his council policy;
  • To assist the City Mayor in his administrative functions, thus to ensure the administrative management of the city council under the leadership of the latter
  • Represent the City Mayor at certain meetings inside and outside the institution;
  • Coordinate the activities of the operational departments and the services attached to the General Secretariat;
  • To prepare and verify the regularity of the decisions of the City Mayor;
  • To provide the secretariat of the session of the city council, to produce the minutes of this deliberative organ and to ensure the proper execution of the deliberations voted.

The Secretary General is required to report regularly to the Government Delegate on his action and the state   services.


The Secretariat pool service

Under the authority of a chief of Secretariat, with rank and prerogative of Chief of Service, the Secretariat of the Secretary General is responsible for:

  • Managing incoming mail and mail from the General Secretariat using handbook registers and transmission registers;

  • To keep the agenda of the Secretary General;

  • Perform the office work;

  • To make an appropriate classification of files and letters;

  • The exploitation and synthesis of the reports and minutes of the various departments;

  • The drafting of minutes and reports, if any, of coordination meetings and working sessions chaired by the Secretary General.

  • The Receipt, Registration, Processing and Distribution of Mail;

  • File classification;

  • Transmissions of letters;

  • The registration of the Mission Orders and the filing of a copy;

  • Any other tasks that may be assigned to him

  • Organize the preparatory work for Council sessions;

  • Prepare the minutes of the Council sessions and the meetings of the Commissions;

  • Prepare the records of deliberations and ensure their classification and preservation;

  • To ensure the approval of the Board’s documents by the Trusteeship, in relation with the Secretary General, and their transmission to the District Communes and the User Services;

  • Complete the regulatory formalities for posting and publishing proceedings;

  • Ensure the implementation of the resolutions and deliberations voted by the Board;

  • Regularly inform Municipal Councilors about the life of the Institution, in relation with the Communication Unit;

  • Act as an interface between the Executive and the deliberative body

  • To monitor the rights of the Council Councilors within the scope of their duties.

Translation service 

Under the authority of a chief of translation, with rank and prerogative of Chief of Service, the translation office is responsible for:

  • Ensuring complete translation of legal and technical documents and reports produced;

  • Ensuring that all incoming and outgoing documents are translated and proof read

  • Participation in public meetings and events where translations are needed;

  • Render the semantic content of the original text (as should be the case for the translation of any kind of text);

  • The translation of documents such as laws; regulations and decrees

Follow-up and monitoring service

Under the authority of a chief of follow up, with rank and prerogative of Chief of Service, the chief of the follow up unit is responsible for:

  • The follow up of all field activities and field agents
  • The evaluation of all fines and penalty cases with application of such fines
  • The follow up of recalcitrant debtors
  • The reporting of cases and activities to the secretary general
  • Act as interface with the population in matters of fines and penalties

The chief of the follow up service is assisted by support staff in charge of the follow up of field operations.

Chief of Follow-up and monitoring service

Computer service

Placed under the authority of a Head of service having rank and prerogative of a chief of service the Computer Unit is in charge of:

  • Designing the IT master plan of the BCC;
  • Developing computer equipment plans;
  • Identifying needs and define hardware and software specifications;
  • Set up procedures for monitoring and maintenance of equipment;
  • Organize internal training programs on the use of hardware and software;
  • Install the computer equipment acquired by the BCC;
  • Schedule and provide preventive maintenance of computer tools;
  • Diagnose faults and troubleshoot equipment as much as possible;
  • Follow the repairs carried out by subcontracting;
  • Participate in the development, processing and technical instruction of bidding documents for computer equipment and software;
  • Participate in the administration of the computer network
  • Ensure efficient functioning of hardware and software, especially the financial and technical software
  • Design the interface of the website and social media pages and ensure its animation, in relation with the Communication Unit.

Judicial Issues service

Placed under the authority of a chief of service having rank and prerogative of a Head of Service, the Legal Unit is in charge of

  • Prepare and organize the legal life of the BCC

  • To defend the interests of the BCC;

  • To provide legal advice and possible litigation in the award of public contracts and other procurements;

  • Ensure the legal framework of entities and agents within the framework of the institution’s activities, before the courts in collaboration with the various legal counsels;

  • The collection, exploitation, dissemination and monitoring of the application of urban regulations in collaboration with the concerned departments.

Socio-cultural activities service

Under the responsibility of a Service Head, the socio-cultural activities service has responsible for:

  • ensure the smooth operation of the council internal socio-cultural life and activities
  • develop, implement and monitor the socio-cultural policy and promote solidarity actions, in relation to the services and organizations concerned;
  • monitor and supervise associations in their activities and actions in favour of culture;
  • identify and identify the activities installed in the public rights-of-way, in relation with the Municipal Police;
  • Ensure the organization of ceremonies, gatherings and official holidays, if necessary.
  • Asses the need for cultural and education equipment within the confines of the municipal powers.
  • Coordinate cultural and education activities
  • Carry out the programming and setting up of cultural infrastructure and equipment and propose them;
  • Follow up the management of training and cultural centres under council authorities;
  • Design and propose initiatives in culture and education
  • Prepare applications for grants to help implement cultural policy etc;
  • Organize various cultural shows: concerts, folkloric shows traditional dances, exposition of handicraft products etc.

This service shall comprise the Municipal Library having the rank of Chief of service

Municipal Library

Located behind the Bamenda Grand Stand, along Commercial Avenue.

Placed under the authority of a Chief Librarian with rank and prerogative of a Chief of Service, assisted by support staffs.

  • Directs resources towards the fulfillment of the council’s mission, valves and strategies priorities.
  • Ensures services are provided in an efficient and effective manner to the users.
  • Collects and catalogs library resources including books, films and publications etc.
  • Maintains library records and ensures they are up to date.
  • Good mastering of information, research services and has to bring information materials to the desktop.
  • Oversees library operation by planning and implementing new programs and services.
  • Supervises the work of other library staff members including providing guideline on projects and other tasks.
  • Coordinates with others libraries to share resources and exchange information about new technologies using computer networks such as the internet etc.
  • Conducts research on topics related to their specific field of study within the discipline such as literature, history, sociology, economics, political science, law etc,
  • Recommends changes to library policies or procedures based on research findings and observations.
  • Recommends new books to add to the collection based on reader feet back.
  • Works with other staff members to create policies, procedures and rules for using the library’s materials and facilities.
  • Help patrons/customers find information by recommending reference book, databases and other sources of information and advisory services.
  • Serves as liaison between library patrons and library staff by resolving customer services issues or complains.
  • Oversees all aspects of library operations, including budgeting, planning, staffing and programming.
  • Develop long-range plans to ensure the library meets the ever-changing needs of the community it serves.
  • Train and supervise staff, volunteers and interns.
  • Work with Library Board members, friends of the library groups and other stakeholders to advocate for the library.
  • Plant and implement adult and children’s programming.
  • Stay up –to-date on trends in librarianship and technology.
  • Write grants to secure funding for library projects
  • Manage the library’s website and social media presence
  • Conduct outreach to promote the library and its services.
  • Perform collection development duties, weeding the collection as needed.
