DEBT REDUCTION AND DEVELOPMENT CONTRACTS FOR BAMENDA CITY

The Debt Reduction and Development Contract (C2D) constitutes for Cameroon the most important cancellation and reconversion program of its foreign debt. Through this innovative mechanism, France decided to make an additional bilateral effort to the HIPC Initiative through the Development Debt Reduction Agreement. This mechanism provides for repayments by the State of Cameroon, in respect of loans granted, to be repaid to finance programs to combat poverty and support economic growth.

The third urban C2D, for its part, consists in the continuation of the Urban C2D Program “Regional Capitals” in the cities of Bamenda and Maroua under the name of “Regional Capitals 2”. The priority investment program concerns here four components:

Component 1 A: Road networks, Component 1B: Drainage and Wastewater Disposal;

Component 2: Commercial equipment; Component 3: Small Urban Facilities;

Component 4: Improvement of the living environment, cultural, sports and relaxation facilities

The City of Bamenda has been allocated the total sum of 29,520,000,000 F CFA  and The program allocates 91% of investments in major projects (component 1A, 1B and 2) leaving 9% of the investments, which fall under components 3, 4 and partly component 2 that has been entrusted to the Delegated Contracting Authority of the City Council.

The priority investment program concerns four components

Components 1A which involves Road networks is allocated 70%, Components 1B which involves Drainage and wastewater disposal is allocated 4.8 %, Components 2 which involves Commercial facilities is allocated 17 %, Components 3 which involves Small urban facilities is allocated 3.2 %, and Components 4 which involves Improvement of the living environment, cultural and relaxation facilities is allocated 5 %.

PRIORITIZATION OF ROADS FOR EXECUTION THAT ARE IN THE BUDGET:

Fon’s Area streets (construction), Fon’s Area streets (rehabilitation), Vicky street – Church center junction, Nanga Junction – Old CENAJES, Blue Moon – Old CENAJES, Back Market – TAC – CAMCCUL Atuazire, Ndamukong Street-Farmer’s House, Clifton Hotel Ntambessi, Alakuma Junction – Nitob Park (Mbengwi Road), Nitob Park (Mbengwi Road) – Nanga Junction, Vetinary junction – BCC, Prison Junction (Monument) – Bamenda 1 market, and GBHS Bamenda Junction-Ndamukong Street.

COMPONENT 2: COMMERCIAL FACILITY PROJECTS

Ntarinkon market (BCC), Ntatru market (BCC), New market (BA1), Mile 4 market (BA3), New market (BA3), Slaughterhouse Mile 4, and Cattle Market.

COMPONENT 3: URBAN FACILITIES

Construction of garbage can platforms, Public lighting spots, Pedestrian path between up station and down town, Construction of pedestrian foot bridges, Construction of toilets in public primary schools, Construction of Playgrounds, and Development of Water Resources.

COMPONENT 4: RECREATIONAL FACILITIES

Town greens Ntamuche (BA3), Construction of a Municipal Garden (BA1), Development of small green spaces in neighborhoods, Library and information centre (BCC), and Construction of the LCU offices.

The operational management system for all C2D work in the regional capitals is based on a Central Coordination Unit attached to the MINHDU and the Local Coordination Units attached respectively to the beneficiary City Councils.

The social management of the project is done by the Coordination Units with the assistance of a Local Consultation Committee which is an elected and appointed body of the civil society, the Local Councils and the state representing the entire population of the city. This committee is created in a hierarchical manner from the Sub Councils to the City Council. The main objective of creating a Local Consultation Committee (LCC) of representatives from the population of Bamenda on one hand and the state is to facilitate the realization of the different projects. This committee shall handle the validation of all proposals and possible modifications of the Priority investment Program (PIP), elaborated in the pre-feasibility studies. Amongst others, they shall have the following specific objectives;

  • Large representation of the local populations in the LCC;

  • Good identification and circumscription of the needs of the local populations;

  • Good prioritization of the needs of the local populations;

  • Taking into account the gender and minority aspect of (woman, young and disabled);

  • Appropriation and ownership of the projects after execution for better management and maintenance.
